Xavier University has launched the United States’ first Master of Science in Water Utilities Management, a graduate programme designed to prepare current and future leaders across drinking water, wastewater and stormwater utilities.

Developed by Xavier University’s Williams College of Business in partnership with the Association of Metropolitan Water Agencies (AMWA), the programme combines MBA-level business education with water-utility-specific leadership and operational expertise.

Master of Science in Water Utilities Management addresses sector leadership needs

The 16-month, fully online programme is designed for working professionals and aspiring utility leaders facing increasing financial, regulatory and operational complexity. Coursework blends core business disciplines such as finance, data analytics, management, marketing and ethics with sector-specific challenges including rate setting, capital planning, utility finance, regulatory compliance, cybersecurity readiness and public communication.

The curriculum also addresses emerging issues shaping the water sector, including digital transformation, new technologies and artificial intelligence applications within utility operations.

Built with industry partners across the water sector

The programme has been developed in collaboration with leading water organisations including the American Water Works Association (AWWA), AMWA, the National Association of Clean Water Agencies (NACWA) and the Water Environment Federation (WEF).

An industry Advisory Board provides ongoing guidance and includes professionals connected to organisations such as Greater Cincinnati Water Works, Northern Kentucky Water District and H2O America, ensuring the programme remains aligned with real-world utility needs.

Flexible online learning with residencies and mentoring

Courses are delivered fully online in seven-week asynchronous sessions, allowing students to balance professional commitments while learning within a collaborative cohort. Participants also receive support from an Executive in Residence, offering mentoring and career guidance.

Students complement online coursework with three in-person residencies: an Orientation Residency, an international residency planned for London and Amsterdam in 2027, and a Capstone Residency. These experiences include expert panels, keynote speakers, networking opportunities and applied project work focused on real utility challenges.

Strengthening utility resilience and public confidence

Graduates complete the programme with applied project portfolios and sector-specific networks, positioning them to lead work that directly affects utility performance and public trust. Areas of focus include financial sustainability, strategic planning, cybersecurity preparedness, infrastructure modernisation and regulatory engagement.
