Cobalt Water Global has expanded into Europe with new subsidiaries in the Netherlands and the UK, as wastewater utilities face growing pressure to monitor and reduce nitrous oxide emissions.

The Brooklyn-based company develops nitrous oxide emissions intelligence technology for wastewater treatment plants. Its European expansion includes Cobalt Water NL B.V. in the Netherlands and Cobalt Water UK Ltd in the UK.

The move is intended to support projects and partnerships across Europe, where net zero mandates and regulation are increasing demand for N2O monitoring and mitigation in wastewater treatment.

European base at WaterCampus Leeuwarden

Cobalt Water Global has established its European operations at WaterCampus Leeuwarden in the Netherlands, a water technology ecosystem linking companies, universities, research organisations and water authorities.

The company said the location will help accelerate research and development, expand commercial deployments and strengthen partnerships across the continent. It has worked with the Netherlands Foreign Investment Agency, the Investment and Development Agency for the Northern Netherlands, known as NOM, and the municipality of Leeuwarden to formalise its European presence.

“The Netherlands is where I started working on N2O back in 2009. There has been interest in N2O there since, and even a national program to reduce N2O emissions from wastewater treatment plants, the Lachgas Versnelling Programma, which we are supporting,” said Jose Porro, Founder and CEO of Cobalt Water Global.

“Between the experience of working there, the demand for N2O solutions and the ecosystem for N2O reduction, there was no better place to establish a base from which to scale our operations and impact.”

UK entity to support wastewater utility work

The new UK subsidiary will support Cobalt Water Global’s ongoing and new work with Dwr Cymru Welsh Water, Scottish Water and other UK water companies.

The company said its UK agreements build on relationships developed since 2021. It also pointed to new European contracts, including work in Germany, Spain and France.

Over the next several years, Cobalt Water Global plans to grow its European workforce, launch long-term collaborative R&D projects and increase the number of treatment plants deploying its technology.

“That potential is evident in Cobalt Water Global. It’s great that a company that uses AI to help make the sector more sustainable is coming to the North,” said Reinder de Jong, Project Manager for Internationalization at NOM.

Why nitrous oxide matters in wastewater

Nitrous oxide is a powerful greenhouse gas associated with biological nitrogen removal in wastewater treatment. The UN Environment Programme’s Global Nitrous Oxide Assessment describes N2O as a potent greenhouse gas and ozone-depleting substance, and says actionable steps could cut emissions by more than 40%.

The IPCC’s Sixth Assessment Report gives nitrous oxide a 100-year global warming potential 273 times that of carbon dioxide. For wastewater utilities, that makes N2O an increasingly important part of operational emissions management, particularly where utilities are setting net zero pathways.

Cobalt Water Global’s platform combines monitoring and decision support to turn N2O emissions data into operational intelligence, helping utilities identify where process changes may reduce greenhouse gas emissions while supporting treatment performance.
