Bull Run Filtration Facility Envision Platinum Award has been granted to the Portland Water Bureau, recognising the project’s achievement in sustainable infrastructure design and delivery.

The facility, supported by Stantec during its design phase, will provide drinking water to nearly a quarter of Oregon’s population once operational. Construction is currently underway, with water delivery expected by 2029.

The Envision Platinum Award is issued by the Institute for Sustainable Infrastructure and represents the highest level of recognition under its sustainability framework. Projects are assessed across 64 indicators, including resource efficiency, environmental protection, community impact and climate resilience.

The Bull Run facility was recognised for its integrated approach to delivering safe, reliable water supply while addressing long-term environmental and social considerations.

Advanced treatment and resilience built into design

The filtration plant is designed to treat 135 million gallons of water per day, with the ability to expand to 220 million gallons. It incorporates advanced treatment technologies to remove contaminants and improve water quality, while also enhancing system resilience to natural hazards.

A key feature of the design is a zero-liquid discharge system, which enables all process water to be recycled back into the treatment cycle and converted into potable water. This reduces waste and improves overall efficiency.

The facility also benefits from a gravity-fed water conveyance system from the Bull Run Watershed, significantly lowering energy consumption compared with traditional pumped systems.

Supporting community and long-term infrastructure resilience

In addition to technical innovations, the project includes a community-focused investment programme. A portion of construction funding is allocated to training, apprenticeships and workforce development initiatives aimed at addressing local skills shortages.

The project reflects a broader trend across the water sector, where utilities are investing in infrastructure that balances operational performance with environmental responsibility and community benefit.
