Barhale has announced a series of senior leadership appointments as the business continues to grow and strengthen its delivery capability across water and wider infrastructure markets.
The appointments reflect Barhale’s focus on internal succession planning and long-term investment in leadership talent.
Phil Cull appointed Executive Director
Phil Cull has been promoted from Regional Director, Southern, to a newly created role of National Executive Director. He joined Barhale in 2013 and has led the company’s Southern Region operations, including the delivery of complex tunnelling and major infrastructure schemes.
With more than 30 years’ experience delivering large-scale infrastructure projects, Phil will now join Barhale’s Strategic Board of Directors, contributing to the long-term direction of the business.
Regional leadership strengthened
Phil Cull’s previous responsibilities have been divided to support continued growth in the Southern Region.
Shane Gorman has been promoted to Southern Region Director – Infrastructure. Shane joined Barhale in 2005 and has progressed through a number of senior leadership roles, most recently serving as Water Director. He brings more than 20 years’ experience delivering complex infrastructure projects, frameworks and joint ventures.
Daniel Meadowcroft, currently Projects Director for the Southern Region, has been promoted to Southern Region Director – Projects. Daniel joined Barhale in 2020 as Regional Manager and was appointed Projects Director in 2022. He has focused on expanding the regional client base and diversifying workstreams beyond the regulated water sector.
Supporting delivery across water and infrastructure
Both Shane Gorman and Daniel Meadowcroft will join Barhale’s Operations Board and report to James Ingamells, Chief Operating Executive. They will support delivery of the company’s strategic plan, including senior client engagement and the continued development of Barhale’s integrated One Barhale operating model.
Commenting on the appointments, Martin Brown, Chief Executive of Barhale, said the changes recognised individual contribution and the company’s commitment to developing its people.
He said the appointments demonstrate Barhale’s focus on creating clear career pathways and building leadership capability from within the organisation.
