Freese and Nichols adds to large water infrastructure programs team

Freese and Nichols appoint Chuck Gilman, PE, PMP, an experienced public works leader, to their program management team to oversee large, multiyear water/wastewater infrastructure capital improvement programs.

Chuck brings more than two decades of civil engineering expertise, plus particular insights from 13 years in key roles for the City of College Station and the San Jacinto River Authority based in Conroe. In College Station, he served four years as deputy city manager, spent time in a leadership role in water services, and led the capital projects and public works departments.

In addition to his diverse technical knowledge that covers engineering, construction and utility operations, Chuck understands a range of public entities’ needs.

Freese and Nichols’ North Texas Division Manager Kevin Johnson said: “Because he’s worked for both a city and a river authority, Chuck adds a special dimension that strengthens our ability to help clients complete their infrastructure programs.
